Cheapest PDF editor
'Cheapest' means different things by volume. If you do 500+ PDF operations a month, a big-player subscription (Smallpdf Pro, iLovePDF Premium) amortized across high usage becomes cheaper per operation. For the 95% of users doing 10-50 operations a month, PennyPDF is strictly cheaper because subscriptions charge you for capacity you don't use.
Concrete numbers: 20 edits and 5 signings per month = 20×0 + 5×3 = 15 coins. That's $0.99 (Starter pack) covering a month and a half. Annual: 180 coins, one $7.99 Power pack with 20 coins left over. Compare: Smallpdf Pro $108/year, iLovePDF Premium $63/year, Adobe Acrobat Pro $180/year, DocuSign Personal $120/year, pdfFiller $120-$240/year.
The only way a subscription beats PennyPDF is if you genuinely do 200+ paid operations a month — at which point the Saver or Power pack covers you anyway for $2.99-$7.99, and you still come out ahead.
How it works
- 1Count your average PDF operations per month.
- 2Categorize: free (edit, merge, split, rotate) or paid (compress, convert, sign, OCR).
- 3Multiply paid operations by cost in coins (1-3 each).
- 4Buy the smallest pack that covers a year of usage. It's almost always $0.99 or $2.99.
- 5Come back in 12 months and realize you still have coins left.
Frequently asked
What's the true per-operation cost?+
Mini pack: 10¢/coin. Starter: 4¢/coin. Saver: 6¢/coin. Power: 4¢/coin. Pro: 3¢/coin. A typical $1 operation on Smallpdf is 4-12¢ on PennyPDF.
Is there a genuinely free tier?+
Yes. 14 client-side tools (merge, split, rotate, reorder, crop, watermark, JPG↔PDF, page numbers, redact, edit, PDF-to-text, remove metadata) are free with no task limit and no watermark.
How does 'cheapest' compare to free open-source tools?+
Desktop open-source (LibreOffice, PDF24, PDFtk) is free if you can install and use them. For browser convenience + 100% uptime + cross-device sync, a few dollars a year is reasonable.
Will prices go up?+
Not for the coin tiers. We committed to stable pricing in the Terms. Expensive operations like AI-based summarization will always cost more in coins as model pricing changes, but the coin:dollar rate is fixed.
Any discount for students / nonprofits?+
The /seo/pdf-editor-for-students page has a student-verified 50% discount on first two packs. Nonprofits can email sales@pennypdf.com for a volume credit.
